Mike Fulkerson
Regional Director
Mike Fulkerson brings to the Indiana SBDC nearly two decades of experience in the food and beverage (perishable) packaged goods industry. Throughout his career, he has held roles on both the retail and manufacturing sides of the industry. On the retail side, Mike has worked with the natural foods grocery chains Wild Oats Marketplace and Earth Fare Supermarkets in roles including Store Manager, Corporate Merchandiser, and Grocery Category Manager. On the manufacturing side, Mike has held executive roles in Business Development and Operations with companies ranging from seed-stage startups to century-old brands. During his tenure, Mike has launched numerous brands and products from ideation stage to nationwide distribution. Mike is passionate about small business, and is eager to assist business owners with improving their skillsets, fine-tuning their operating procedures, and providing well-vetted insights wherever needed. In his free time Mike enjoys spending time with his wife, reading, gardening, hiking, bicycling, gaming, and hanging out with his chatty and rambunctious cat, Merlin.
Ginnie Faller
Business Advisor
Ginnie Faller is the Business Advisor for the Southeast Indiana Small Business Development Center covering Dearborn, Ripley, Ohio, Switzerland, Decatur and Franklin counties. She earned her MBA from Penn State and spent the next 15 years working to develop and market new products for such companies as GE, Kohler, and Campbell Hausfeld. Before her MBA though, she had an entirely different career in animal agriculture. She grew up on a farm in Northwest Pennsylvania and earned a bachelors and masters degree in animal science, which she used to help livestock producers become more efficient managers of their operations. When she is not working to help small businesses, she is trying to keep up with her teenage daughter and husband and following Penn State sports. She also spends time volunteering and teaching classes for children and adults at her church. She is passionate about helping the local economy grow through the planting of new businesses.
Joe Linne
Business Advisor
Joe Linne has been an entrepreneur for over 10 years. He has owned an Insurance company, a real estate company, and now his latest venture, since 2019, he owns a small craft hemp farm as well as an online CBD and hemp dispensary. As a Business Advisor with the ISBDC, he wants to take his knowledge and experience of being an entrepreneur and help people with their entrepreneurial journeys. The journey of an entrepreneur can be very challenging, and he feels that if you take the approach of being a student of your craft and a seeker of knowledge, then you will always continue to progress forward.
Philip Roggow
Business Advisor
Philip Roggow is a Business Advisor for the Southeast Indiana SBDC. Philip has been a small business owner for seven years and owned a coffee shop company. Previously, Philip has worked within the the pharmaceutical industry, mental health, education and retail environments. Philip knows that a variety of knowledge and the ability to perform many duties is needed as an entrepreneur. As an Advisor for the ISBDC, Philip will utilize his experience to assist entrepreneurs with their journeys. Philip has a B.A. in biology and an M.A. in Humanities with a concentration in depth psychology.
Rachael Armstrong
Business Advisor
Rachael Armstrong serves as a Small Business Navigator with the Indiana Small Business Development Center (ISBDC) and One Southern Indiana, where she advises entrepreneurs and small business owners throughout Southern Indiana on strategy, growth, operations, financing, and business planning.
Rachael brings a unique combination of legal, business, and economic development experience to her work with clients. Prior to joining the ISBDC, she practiced law and developed experience navigating regulatory, operational, and organizational challenges and had 3 businesses of her own. Her background allows her to help business owners evaluate opportunities, identify risks, and make informed decisions that support long-term success.
In her role with the ISBDC, Rachael works with businesses across a wide range of industries, from startups and Main Street businesses to manufacturers, service providers, and childcare facilities to growth-stage companies. She regularly assists clients with market research, financial analysis, capital access strategies, pricing, business model development, and strategic planning. She also administers two regional loan programs and collaborates with economic development partners to connect entrepreneurs with the resources they need to grow.
Rachael has holds a Bachelor of Arts, a Juris Doctor, and an MBA. Her passion lies in helping entrepreneurs transform ideas into sustainable businesses and helping established companies uncover new opportunities for growth. She believes there is no business question too big or too small. Whether a client is exploring a new idea, navigating a challenge, or preparing for significant growth, she is committed to providing practical guidance, trusted support, and connections to resources that help move businesses forward with confidence.

Bridget Sisson
Office Administrator
Bridget Sisson is originally from Terre Haute, IN and moved to Jeffersonville, IN in October, 1997. She attended Indiana University, Bloomington, IN and earned a Bachelor’s Degree in Apparel Merchandising. Before joining the Indiana Small Business Development Center, Bridget was a volunteer and substitute teacher at her children’s school from 1997-2003. In 2003, she felt it was the right time to pursue a career and started working for the Leukemia & Lymphoma Society. She started out as an Administrative assistant and was promoted to a Campaign Manager where she was responsible for raising thousands of dollars for the society. Bridget was employed with the Leukemia & Lymphoma for ten years before taking a position at Northwestern Mutual as an Administrative assistant. Bridget enjoys running, hiking and gardening in her spare time. She resides in Jeffersonville with her husband, son & daughter.
